In 1977 bills were introduced in the U.S. Senate and House to recognize Asian Pacific Americans, and in 1978 President Jimmy Carter signed a joint resolution proclaiming the annual celebration. In 1990, President George H.W. Bush designated May as Asian Pacific American Heritage Month.
